THE future of a former Victorian caravan park site still hangs in the balance.

Retirement living properties developers and Richmond-based Casey Group had planned to transform the Lake Wendouree Tourist Park at Ballarat into a luxury retirement village.

But it hit a snag when it was discovered that former owners of the site Bovino Pty Ltd had signed an agreement with Ballarat City Council that the land would support a caravan park until September 2012.

A Victorian Civil and Administrative Tribunal hearing last September failed to resolve the issue and a further hearing has been scheduled for March 15.
