NSW's caravan park owners and operators have been invited to have their say on residential park laws.

This follows the release of a discussion paper by the State Government as part of the second stage of its review into the rules which have been labelled "cumbersome and confusing".

It deals with issues raised by park tenants and operators after some Consumer, Trader and Tenancy Tribunal decisions.

Fair Trading Minister Anthony Roberts writes in the paper: "Residential parks are an important part of the housing mix across New South Wales.

"They provide an affordable housing choice for many people who develop strong networks of support within their park that they value highly.

"Yet for too many owners and residents the current law is confusing, cumbersome and too often leads to conflict."

He said the government had given an election commitment to improve the control of residential parks and to strengthen the industry.

"The release of this discussion paper honours that commitment and provides an opportunity for park owners, residents, advocacy groups and others to contribute to improving the legal framework which governs residential parks," he added.

Important issues raised in the paper include licensing of park owners and managers, the education and training of operators and rent rises.

It also deals with improving terms and responsibilities disclosure, park rules, dispute resolution, tenancy security and the sale of dwellings.

Fair Trading will examine submissions and comments on the paper before making recommendations to the government mid-year.
